The Internationale Gesellschaft der BildendenKünste (IGBK) is looking for visual artists’ contributions to an experts’meeting on ‘mobility in the visual arts sector in Europe’.
Tell us about yourexperiences with exhibitions abroad or with foreign artists taking part inartistic projects in your country.
Let us know about problemsyou faced and obstacles you met when crossing borders, about bureaucraticmatters that constrained projects or about transportation issues.
Did you have any difficulties when bringingback home art works that you worked out during a residency abroad?
Didn’t you get the right information oncustoms questions, because you didn’t know whom to ask?
Were you asked to pay import turnover tax onown works when crossing borders?
Wasn’t it possible to take part in anexhibition due to high transportation costs?
Or was it impossible to join a workshop becauseof visa problems?
Are there any obstacles that mobile artistsface which we do not have in mind at this point?
Please let us know about your experiences andsend us short statements on mobility obstacles. These contributions will be thediscussion basis for an experts’ meeting on ‘mobility in the visualarts sector in Europe’ that will take place on December 10 and 11, 2009, in Linz (Austria).
Background
The Internationale Gesellschaft der Bildenden Künste (IGBK) is partnerand co-organiser of the European project ‘Urban Interventions: Artisticperspectives for the urban space’.
The project, funded by the EU’s cultureprogramme, is coordinated by the City Linz and bringstogether project partners from 5 different European countries that aim atcontributing to the mobility of visual artists within the European Union aswell as in one candidate state (Turkey). Besides IGBKand the City Linz, project partners are the LiverpoolBiennial of Contemporary Art, the KünstlerhausDortmund, Platform Garanti Contemporary Art Center Istanbul and the Foundation Tallinn 2011.‘Urban Interventions’ is an artistic exchange project ‘on the topic of urbandevelopment as well as related interventions in the urban space andinteractions with the local artistic community / the population’.
The project will furthermorecontribute to the ongoing discussions on how to further mobility of artists in Europe. Hosted by Atelierhaus Salzamt in Linz on December 10 and 11, 2009, IGBK will organise anexperts’ meeting on the topic ‘mobilityin the visual arts sector in Europe’.
‘Mobility of artistsand cultural professionals’ enjoys great popularity at European level. Withthe European Agenda for Culture the EU political bodies are putting more effortto mobility and have scheduled the further development of artists’mobility as a political objective.
IGBK and its project partnerswill bring together an expert round to focus on the visual arts sector inparticular, since the specific experiences and demands of visual artists relatedto exchange projects and mobility are often not sufficiently outlined.
Besides the discussion on howto develop and coordinate existing funding and supporting schemes, prioritywill be given to the reduction of obstacles and to the question how to makethings easier for individual artists and groups. This is as to e.g.transparency and harmonisation of procedures and application forms in fiscaland social matters, to the simplification of cross-border transportation of artworks, to the reduction of visa problems and costs, to the launch of a Europeanidentity card for visual artists.
Furthermore the important topic‘access to information and knowledge’ will be discussed as well asthe unequally distributed opportunities for artists within the differentcountries.
Theexperts’ round brings together visual artists, practitioners in the fieldof artists’ residencies and delegates of studio offices/studio networksas well as of European/international organisations like the InternationalAssociation of Art (IAA) Europe, the European Councilof Artists (ECA), ResArtisetc.
In addition, experts who canbuild on existing studies and European pilot projects will take part in themeeting. Also supporting bodies are invited and will be questioned regardingsupporting schemes and daily working requirements.
Furthermore members of theEuropean Commission, the European Parliament and the EU expert working group on’conditions for the mobility of artists and other professionals in thecultural field’ will be invited.
The outcome of the expertmeeting will, on the one hand, be a recommendation catalogue that will behanded over to the relevant EU political bodies and expert working groups. Also the meeting is scheduled as a‘strategy meeting’ that aims at developing further steps on how toreduce obstacles and how to deal with the problems within the differentEuropean countries.
To prepare the meeting,IGBK launches an open ‘Call for Obstacles’. Visual artists areinvited to hand in concrete obstacle experiences and demands related to mobilitywithin Europe (and beyond).
Please send us shortstatements on your experiences, be brief and precise about the place wherethings happened and about who was involved.
And also add demands andsuggestions on what needs to be done to make things easier for artists and whoneeds to be addressed.
These contributions are much important, asthe collected statements willprovide a basis for discussions in the expert meeting. We need the input ofevery visual artist who is working internationally to formulate relevantrecommendations for the political and administrative bodies within Europe.
